Can Europe decide on the limits of our freedoms?

Our fundamental rights are enshrined in our National Constitution, but they are also protected in European
Treaties and by European Courts. Who gets to decide on the limits of our fundamental rights, or on conflicting rights? Is Europe entitled to do so, or would we prefer to keep control at national level?
